Do you think Valby is the only Olympic hopeful in the NCAA? Why should she be different?
In regard to the two questions posed--can she and should she--Valby might not be much different from M. Ramsden or O. Markezich, just to name two other athletes who could hypothetically compete at Pre. If such an "exemption" was granted to each, who knows which of the three would be preferred by DL and meet officials.
I am not an NCAA official and do not know what is possible in this instance.
The athletes at the NCAA Championships are the athletes with the top times at the regionals. If she doesn't have a top time at the regional meet, then she doesn't qualify for the NCAA Championships. It's that simple.

Maybe think of the Pre proposition in terms of effort rather than times. Indoor Champs was 6/10, right? Outdoor Prelims should level out no higher than 4-5/10. A DL 5k would seemingly boost her effort to 8-9/10, followed by 12 days of recovery. Great training stimulus? Ill-advised and dangerous?

She has a qualifying round scheduled for June 21, and then June 24 she needs to come out and “slay”. (Is “slay” the term the kids are using these days?)
