Why do indoor meets have races runners advance from winning a section and not strictly on time? I get with outdoor you could have wind differences or something along those lines, but why indoor?

Time doesn't account for you're kick or tactics
That's dumb though. Who cares about tactics? You shouldn't advance over someone who ran faster than you, just in a different heat.
I should probably caveat here that I'm a sprinter, I'm sure distance types feel very differently about this.
