It looks like they have a new course this year. I would find someplace close to Montrose and Allen Parkway (about miles 3 and 12). Pretty good spot there. I would park someplace north of Buffalo Bayou and just walk over to Allen Parkway. Studemont turns into Montrose. Kroger over there at which you could park.

Park north of Washington Ave around Silver St. (before mile 2). Watch the full and half go by. Walk down Silver and take the Sabine bridge over Memorial Dr. and follow Sabine over to Allen Parkway around mile 12. You will have about 30-40 min before the leaders in the half come through. You can then walk back to your car and stop for coffee and a muffin at Catalina Coffee on Washington Ave. If you hang out until the full leaders come through, you can go to Henderson & Kane on the way back to your car and get the best brisket and egg taco for breakfast.
Long range forecast is for a pretty good cold snap race weekend with temps in the upper 30s for lows and mid 50s for highs. Should be a great race to watch.

Allen Parkway is arguably the most popular watch location, and for good reason.
Other locations are:
By Washington Avenue fire station, between Miles 1 and 2. Just outside downtown with decent on-street street parking. You'll get to watch runners come under the flags draped from the fire department's ladder trucks.
A little past the Mile 8 split along Main Street is also a great spot. On-street parking is available in the neighborhood on many streets east of Main (not Fannin, San Jacinto or Caroline, where meters are present for Natural Science, Holocaust and Asia Society museum parking). You can walk to the sidewalk by the MFAH or Hotel Zaza or cross to the median and watch the runners go by after the fountain roundabout.
If you're lucky, you can hit the Mile 8 location and head to Allen Parkway to watch runners head into downtown.
Where do you get that it's a new course?
I was wrong on that. Was looking at the Houston half (different race) course. It is still the same course. I would say to go to Mile 3 on Allen Parkway and you can see all the runners going out. And then walk along Allen Parkway to Montrose around Mile 11. Good viewing spot.
