Evansville's 1,500m Record is no joke it is 3:45.95 which would still hold up as a decent record at even most Division 1 Schools that is good for a 4:01.94 Mile at that pace.
Crazy thing is that both genders are rumored to have about 4 - 6 scholarships (which is more than many DI teams put into their distance program). For the longest time they didn't officially "sponsor" track (I'm not talking about not having sprinters, I'm talking about being officially "XC Only" which meant they had to play by "out of season" rules when competing on the track...not sure if that has changed). Obviously the admin didn't care but the older guy who was there since the 90's recently retired...curious if the new staff will be able to dig them out of that hole...

People generally use a conversion formula for comparison rather than extrapolating the same pace for another 109m. I believe 1.08 times the 1500 time is the popular one.
biggest decline in performance in an XC program has to go to Iona. They went from being podium contenders for years and the dominant team in the northeast to finishing towards the bottom of the field at every invitational this year.
I 100% agree with you. I think the conversions are always a bit funky. In college I ran a 4:05 once and my 1500m split was listed at 3:51 high in the results which indicated my last 109m was ran in 13.9 to 14.5. My best 1500m was 3:45.09 and I was a stronger kicker and had run an open 400m in 48.20. I know with my 1500m I could have ran 3:59.5 off of the 3:45.09.

Also, I am not their coach I just did some research on his background and think he is a positive influence that seems dedicated to making the program excel.
