This is 100%, completely unintentional.
They are running in 30° heat with high humidity, the guys hands are probably completely drenched with sweat, the bottles probably have condensation on them, running 3 minute k's, 30k into the race.
The first bottle he tries to grab probably gets knocked out of his hand because he hit the second bottle in the row, he then tries to grab another bottle, causing the same thing to happen down the whole table. The last bottle that he grabs isn't knocked out of his hand, because there is no other bottle to knock it out of his hand. Or maybe he was being more careful on the last bottle. At worst, this is a slightly clumsy move.
There are more water tables that all of the other athletes behind him grab a bottle off of only a few seconds down the road. He has moved well out of the way of the tables by this point, allowing the other athletes to grab water. If he was intentionally preventing people from getting water, why would he grab a bottle from the first table? This event benefitted him 0%, and negatively impacted the other athletes 0%.
Everyone here is making it seem like he slapped the bottles off of the first table, and proceeded to do that at every table for the rest of the race.
If you watch a higher quality recording of this event (plus all of the above), it is pretty easy to see that this is unintentional.
