I’m inclined to think the worst of this person, but I don’t think it was intentional. Running fast, hand out, maybe takes his eye off the bottles for a second. It’s not the easiest thing to do at speed in traffic.

At least three different people knocked over the bottles not one person a few succeeded in grabbing some adding more hands into the situation . Look at the arms reaching in. If you don't pay close attention it looks like it was only one guy. This was just to many people running by the table at once. This guy is owed an apology.
Maybe There should have been water stations on both sides of the road. or three table spread a little further apart, something like that.

Amdouni knocked the entire line down...except for the last bottle which he conveniently snagged for himself. The runner right behind him was trying to grab a bottle but couldn't because they were all knocked down. That's the only other hand I see other than Amdouni's. Kipchoge was well clear before Amdouni pulled his stunt. Pretty clear cut on the video.
