Why are the heats this big? 4 heats of 12 would be better than 3 heats of 16

Did Kerr let up on purpose and was surprised to see the pole Rozmys on the outside or did he just tire? Was a 55,X something last lap so it was hard of course. Was very impressed by him, Hocker and Tim up until that point.

Hocker looked pretty relaxed in a tactical race. Around 2 flat at 800 then ended up being 3:36 and he never looked to be working too hard.
