Technically yes, but that's an unfair comparison because nobody runs on 500m outdoor tracks. Are you seriously implying that all times run on 300m indoor tracks just don't count as if the athletes never covered X Distance in X time? It doesn't matter that it was oversized, the fact is Rupp ran 800m in 1:49. It's really not that hard to comprehend.

Nobody is saying it should be indoor record eligible, but when talking about range, it is relevant to say that Rupp has run 800m in 1:49. He ran 1:49 whether or not that is indoor record eligible or not. It really doesn't matter if he ran it on an 800m outdoor track even. He covered 800m in 1:49 so to say he has run 1:49 for 800m is accurate.
