You know, everything is not an anecdote. You have to discriminate. You choose things that are funny or mildly amusing or interesting. You're a miracle! Your stories have none of that. The signs say "No Picnics: Help keep the Arboretum open and safe." Are picnics unsafe in some other way that I'm missing?
Outdoor transmission is very rare.
Dumb rule, unless the site is often used for big 30+ person gatherings around a communal BBQ. I can see the unease with that.

However, as someone else has already mentioned, this is a very old rule, not something created in response to COVID.
