I think the rule itself (to show a negative test) makes sense, except why would the race make such a rule if test results could not actually be achieved in 48 hours?
Does your insurance not cover the PCR test?
Google shows me a PCR test from CVS or Walgreens runs around $150 out of pocket before insurance.

Same applies to international flights. I am required to have an a PCR test 72hrs before boarding. So you backwards plan. If test results take 48hrs then at 72hr prior to boarding, or in this case prior to the meet, you get tested then pick up results day prior to meet/flight.

I got mine at Rite Aid for $0. But that doesn't solve the problem of needing results within a timeframe.
