This is not the NCAA basketball tourney. The officer cannot call a timeout and go to the sidelines to check the super slow motion HD video from 18 different angles to determine the exact moment the gun left his hand like they check to see if a shot left a player's fingers 0.1 second before the clock strikes zero. But he definitely had it less than one second before the officer fired. Someone on TV said they determined this image is from 0.8 seconds prior to the shooting. Officer is not at fault at all.

The posters who are blasting the cop have obviously never attended an armed self-defense class. I have.
What they're missing is an understanding of human reaction time in a lethal scenario. This kid had the gun in his hand. He turned his right side away from the cop so the gun hand couldn't be seen and then started turning towards the cop and simultaneously started raising his hands. The cop did not know the gun had been dropped, but the suddenness of the movement forced a decision. The decision to shoot had to be made right then. Even so, as you can see in the video, the kid had enough time to raise his hand enough that, if he had held a gun, he could have fired before the cop fired.
Real example: In my armed self-defense class, the instructor had me put my (unloaded) handgun a foot away from his chest. He said, "When I make a move, you pull the trigger." Sure, I thought, how hard could this be? Instead, he disarmed me three consecutive times. That's human reaction time. He could grab the barrel with one hand and slap the gun out of my grip with the other before my brain could tell my finger to move one-quarter inch.
That's why the cop had to react when he did.
Meanwhile, where's the outrage in the media about a 13-year-old being out at 2:30am?
