I believe he was seen earlier with a gun, before his interaction with the police. When the police asked him to put his hands up, he didn't have the gun. These police shot someone who was 100% obeying their orders.
Kid ditched the gun, so should have the cop. The cop obviously cares more about his life than the kid’s life.
We will see what more information comes out, but it doesn’t look like this officer acted appropriately at this point.

It did seem that the officer was upset about it. In some of the other videos, the cops have put cuffs on a dying person.

Agreed. Seemed remorseful about the inappropriate policing.

There were 2 boys. The one who was no shot was definitely handcuffed. I did not watch the full video of the boy who was dying. Did they cuff him? Last I saw they were doing CPR.
Cop knows kid has gun. Literally has just been involved in shots being fired prior to being pursued with known gun. Cop yelling drop it. Kid in still frame at 2:38:39 has gun in right hand visible to body camera with back left shoulder to cop. Kid turns left > 180 degrees simultaneously trying to hide throwing gun down fence and bringing his arms up at which time gun and right hand disappear from view.
As kid brings left and right hand up to surrender having tossed gun down along fence as he turns the cop fires.
I don’t know. Sad case. ~1 second between gun visible in hand to right hand in front of kid without kid making it known he was dropping weapon. Lots of hindsight in this case but glad I am not that cop.

No, the officer was immediately trying to help the kid that was shot. In other videos, cops have acted as if a guy they had shot several times was still a threat and put cuffs on him.

Looks to be a justified shooting. It's sad the kid was only 13 but that's what happens when you play with fire. The problem is not the police, it is Chicago. What the hell is a 13-yo kid doing hanging out with a 21-yo man at 2:30 in the morning with a hand gun and firing at random? Where the hell are his parents?
It sounds like the 21-yo had fired the weapon seven or eight times and gave the gun to the kid prior to the police arriving on the scene. When they arrived, they both ran and the kid still had the gun on him as he ran down what appears to be a dark alley. He still had the gun in his hand as he stopped running (a still photo clearly shows the gun in his right hand). It looks like he ditched the gun behind the wall as he was turning to face the officer but since he threw it behind the wall the officer could not see it dropped. There was less than a second between the kid dropping the gun and the shots being fired. The officer had no time to determine the gun was gone before he had to make a decision to fire or risk being shot himself. He had no option but to assume the runner still had the gun and take the shot. If the kid would have dropped the gun as he ran, the officer would have seen it fall and knew the kid was no longer armed. Kid would be alive right now and probably released to his parents' custody pending a hearing in juvenile court.
Sad but completely justified shooting by the officer. The moral: don't run from police at 2:30 in the morning while carrying a gun. And if you decide to drop it, drop it in a manner that the officer will certainly see it fall, not behind a wall where he can't see it.

I thought it was sick how he shot him and then asked if he was ok.
So I think he should do several years in prison for this 'lapse' in judgement.

Pretty standard for gangs to suck in young kids in vulnerable situations. 10-13 y/o’s involved in violent crime isn’t uncommon in high gang activity areas.

As for "parents?" DMX had 15 kids by 9 women. Eddie Murphy has 10 by 5 women. Mick Jagger has 8 kids by 5 women. Roger Daltrey has 8 kids by at least 4 women. About 41% of births in the USA today are to a single mom. In what sense are fly-by-night sperm ejectors parents?

I don't know what happened before it. It seemed that the timing was such that the kid probably ditched the gun just before the cop shot. Maybe the cop saw the gun moving and decided to shoot at that time or knew he had the gun and saw his hands moving and decided to act first. So, I would tend not to blame this cop as much except that there were other ways of handling the situation such as waiting the kid out, following at a distance until backup came. The aggressive approach leads to a lot of deaths unnecessarily. He might have warned him that he would shoot; he might have fired in the air; he might have sought cover and talked him out of it. But you can at least understand why he shot.

To be honest, victims here appear to be young boy who was taken in by a criminal gang and a police officer out there protecting the community who puts his life on the line chasing a man with a gun shooting in the community. Have you chased a man with a gun who was literally just shooting? It’s a terrible tragedy but the root problem here is not the police officer who was knowingly wearing a body cam. Knew what he was going to do was on video. Was pursuing a violent armed suspect into a dark alley. I mean it’s all pretty jacked up.
