Because all marathons require city cooperation to block roads and provide security, marathon trials have to be bid for by cities. It costs money to do all this. If Atlanta didn't bid to hold the Trials marathon, then it isn't going to be held there. The Olympics take place in the summer, so unless the USATF wants to hold the trials one year in advance, the weather is going to be different, no way around it.

Why didn't they hold the marathon right down the road on the actual course and in weather conditions similar to what they were going to face? At least the US has a trials to select their team to see who races well in n a championship situation.
Most countries pick their team based on who has run the fastest recently in ideal rabbitted races with perfect weather.
