False. Among the top three states in cases, California (Dem. gov), for instance, has a death toll per million at 683, while Texas and Florida (Rep. govs.) are at 992 and 1029. Now, admittedly, five out of six of the top states in death toll per million are Democratic states in the Northeast. However, they all got large silent contagions at the very beginning, before any other states had significant measures, other than Washington. Pretty much every Democratic-run state with high totals got hit hard at the beginning before preparation was underway. Otherwise, if you compare states with Democratic governors to their regions and states with Republican governors to their regions, the trend is very clear.
