Maybe but his 7:26 doesn’t indicate that he will easily do it by any means. He is in the conversation as having a chance. Remember Alamirew ran 7:27 and 12:48 without the magic shoes and that was it.

Yes he is young and very talented but he is 2sec/km away of world record in every race from 3k to 21k.
That is quite a lot and it's not guaranteed that he will keep improving on track. Many east africans peak early.
You did maths at school?
Kiplimo´s HM yesterday was NOT run under good conditions for WR breaking:
1. The pace was too slow in the first part of the race,
2. The route was not the fastest.
3. The weather could be better (warmer).
I think Kiplimo is in shape to break the HM World Record right now! Also remember Kiplimo beat Kamworor comfortably last year in the WC Cross Country. Around 6 month later Kamworor broke the WR in HM in Copenhagen Half on a route which is considered to be one of the fastest.

7:26 in 3000m:
This was the first 3000m for years for Kiplimo so it is hardly the best he will ever do. After the race he stated that he had not expected to go faster than 7:30. When he has got used to his new high level he can possibly run faster in the future.

Everything equal he will improve his aerobic capacity and thus his performances for years to come even if he is some few years older than his official age. Just ask the following:
a. Mo Farah
b. Bernard Lagat
c. Marcin Lewandowski
d. Shelby Houlihan
e. Karissa Schweizer
f. Jake Wightman
g. Mo Ahmed
h. Nick Willis
Europeans have a tendency to peak later than Africans.
Just ask the followings :
Komen
Kipchoge
Tariku Bekele
Barega
Kejelcha
and many others africans that disappeared early
All of them peaked for 5k in the 18-21yo range. (latest two can still improve but do not show improvement last 2 years) .
I'm not saying it is impossible for Kiplimo to beat a WR but the fact he is young and talented is not enough to make it very likely.
Yes his best chance at the moment is the HM record which the softest of distance running (apart from weird events like 25k, 1hour etc).
But it is possible that chetegei or somebody else bring it to 57:30-45 before Kiplimo has a chance.
And I don't think he has a 58 flat in the legs now. More like 58:15-30.
Btw, The 3k was in perfect condition for him (rabbits 2900m with perfectly even pace, weather, fast track). Not sure he will beat that in the future unless he makes significant improvements.

Peaking later or sooner doesn't change the fact, no European will beat a running WR.

We don´t know if Kejelcha and 20 year old Barega have peaked yet. I think Barega can improve at least on 1500m, 3000m and 10000m and perhaps also on HM one day. And Kejelcha might improve on the same distances.
I think that Mo Farah, Lagat and Mo Ahmed should be considered Africans in this context at least Lagat who didn´t get his American citizenship before he was 29.
He should try to break Sammy Wajuri's world record junior record for 10K first.
with all these ugandan record breakers one has to wonder what the anti-doping programme is looking like in these covid times.
