Those are the more likely (and some what reasonable) outcomes. I had a kid who couldn't get one of the vaccines (allergic to one of the ingredients) and had to get all sorts of paperwork to be allowed into daycare and school. These types of mandates have been challenged in courts and they have all tended to stand up (exceptions of religion and health issues. Not for political grand standing).
All that being said, no way in hell I am going to be first in line for some fast tracked vaccine. I am willing to wait 6 months for the more complete trials to be finished and data analyized. If I was in a high risk group, my math might be a bit different...

I doubt it will be a law, but it will mandated by default. Schools and many employers will require it, if for no other reason than to cover their own tails. It would allow you to remain open and you can say that you are doing everything possible to ensure safety, that's a good way to avoid being sued should someone contract the virus and try to pin it on your school, business etc.
