Canadians are North Americans so therefore they can set an American record. "American" does not specically refer to the people of the United States.

American records refer to records set by citizens of the United States. North American records can be set by Canadians, Americans, Mexicans, Panamanians, and anyone else living on the North American continent. I think the category is actually North American and Caribbean records or something. Same goes for other countries and continents, except Australia, where all national records are also continental records. However, Australians are so beastly that they compete for records in a region bigger than their continent, Oceania.
