That's because he quits when he's losing, as he did in London last year. (Also, his protégé Dennis Kimetto let him win in the 2012 Berlin race.)
I do believe, however, that Mutai is one of the best. Even so, I don't see why he would choose to run 30K at WR pace if he can draft in a group that's running 2:04:30 pace.

The weather forecast is actually pretty favourable, but I still don't see a world record. Other than that, the CR (2:04:40) and the win are definitely the top prizes for the top runners. There are pretty significant time bonuses, but I can't imagine that the top group will go out faster than 2:04:00 pace, if Farah is right behind them at 2:4:30 pace. 2:04:30 would be phenomenal in London, so why risk sub 2:04:00?
The best strategy for Kipsang, Mutai and the other top runners would be to run with Farah at close to CR pace, and assuming that Farah has kept up, accelerate when the pace makers drop some 10k from the finish, and Farah is in uncharted territory. Farah will only be a danger if he is still in the lead group with 2k to go - or if the leaders have completely overcooked it, and he can reel them in. The latter might be Farah's dream scenario, but I cannot imagine that Kipsang et al. will just hand it to him.

So if the top contenders follow an optimal strategy, the decision to grant Salazar's request for pacemakers at Farah's preferred pace ends up dictating the race, and the prior announcement that Haile "will" run the first 30K at WR pace ends up being either incorrect or largely irrelevant to the outcome.
If Bedford, et al., wanted to give Farah a decent chance of winning without a transparent ploy to enhance his chances with pacemakers, they could have simply abandoned the use of pacemakers entirely, which would have been wonderful.
If there is justice in this world, yes, Haile for the win and record!

Exactly, Haile is likely in on it, brining all the other contenders through 13.1 in a ridiculous pace that enables Mo to win, just because the others are too greedy

Why do you think this? He couldn't even beat Bekele in that 60+ minute half race. He has never demonstrated the ability to run sub 2:04.
