Yes if the judges rule it illegal, no if the judges don't it illegal, in the case of JS & SR they didn't rule it illegal.

Bit late to this thread but I've just watched it on Eurosport in slow motion. All other arguments aside about whether Rowbury was right or wrong to go on the inside and if there was enough room, etc.
It's quite clear from the side on shot that Simpson is already on her way down two metres from the line (also clearly shown by lane markings) when her left arm goes out in reaction as she appears to be falling more to her right. This can also be seen clearly from the front on shot. What caused her to start falling is unclear.
Looks like a racing incident to me.
