What does soreness mean then?
Soreness is the result of inflammation caused by microtears in the muscle's connective tissue. It is predominantly felt in muscles used in an eccentric contraction. It typically occurs when you're doing something new.
It's not a good indicator of workout effectiveness or even the location of desired results. Squats work the glutes but have you ever had sore glutes? As far as running goes....your first workout of the season will likely make you more sore the next day than subsequent workouts because it's a new stress.
Races will make you sore, especially early season races because of the max effort involved. All out sprinting will almost always leave you sore because of the degree of eccentric contractions. This is why two races of similar speed will feel different based on the end result. IE: a 16:00 5k maintaining pace at the end feels different than a 16:00 5k sprinting at the end.
