This is a practice that has been allowed at major international competitions for a long time. You see it more at race walks where there is a closed loop (1 or 2k) and the athletes see support team every lap.
I observed the refreshment station at the 5k(15/k25k) point and many teams were providing similar support. Common sense needs to be applied.
It is the responsibility of the athlete and coaches to now what is allowed. They should ask if they have questions.
As with many other rules, we could always do a better job being more specific in the rule book. I will propose this at our next meeting.

As long as it doesn't trigger an anti-doping rules violation (either by testing or by inspection), I think it's OK.

You miss the point entirely. It is about a single individual allowed a special chilled hat exchange every 5k and no one else. It is a material advantage unless every other athlete is allowed to do the same.

Completely agree. It's a total non-issue IMO and if anything was a smart move to maximize performance that should be applauded even though I doubt it made any significant difference.
One thing, though, that I haven't seen mentioned: isn't it in the best interest of athletes to stay cool for safety reasons as well? We all know marathon running (or any serious running, but especially marathon running) can be dangerous to the musculoskeletal system, but isn't it also true that the overheating of the body for that long could potentially have negative effects on the brain in extreme conditions?
Honestly, I know far less about the marathon than I do the track distances/races, so maybe I'm blowing it out of proportion, but overheating can be a serious medical issue and I personally think that if a guy wants some ice to make sure his freaking brain doesn't melt at the end of his marathon, there is absolutely nothing wrong with that. Toughness is a huge part of distance running, but distance running can still be just as much a test and display of toughness while we utilize new ideas and technology to keep health and safety risks at a minimum.
Again, say what you want about inhalers or anything else but this is a total non-issue for me and I am really pumped about Rupp's performance.

They were allowed to do the same. Just because they didn't do it doesn't mean they weren't allowed. Everyone keeps forgetting Meb changed hats too.
You make it sound like Salazar went and cleared it with officials and also made had the IAAF officials announce that no one else could do so.
