Souleiman ran a 3:47 just last year. So probably yes. Now anything close to the WR is looking pretty out there.
Kiprop is rounding into great form this year. In the right race, I imagine he could (3:48 PR). Finding the right race is the problem, as you pointed out.
If you think he would run 3:48 in the right race after his 3:26 1500m... you have awfully low expectations of his abilities.
His dope is fine tuned to 1500m. He won't last a full mile.

the mile is an obsolete distance and should be BANNED, along with anyone who runs it. The 1500 too. Run 1600 meters = 4 laps.
