Between it being run less and less in large competitive settings, and new doping tests, will anyone ever run under 3:50 in mile in our lifetimes? This is a reasonable suggestion...

Souleiman ran a 3:47 just last year. So probably yes. Now anything close to the WR is looking pretty out there.
Kiprop is rounding into great form this year. In the right race, I imagine he could (3:48 PR). Finding the right race is the problem, as you pointed out.
If you think he would run 3:48 in the right race after his 3:26 1500m... you have awfully low expectations of his abilities.
His dope is fine tuned to 1500m. He won't last a full mile.

You talking about the Mobot for sure.
Less or fewer?
the mile is an obsolete distance and should be BANNED, along with anyone who runs it. The 1500 too. Run 1600 meters = 4 laps.
That's my easy pace.
