No. You have to be in HS to run in NXN regionals. I don't know what you mean by running in the open, but there is a "community race" that anyone can run at Nationals. But, its not very competitive.
At my region there was a community race that had maybe a dozen guys run between 15-16 minutes each year. The winning community race time was some years faster than the winning HS time. Ex Div 1 studs reliving their glory days I believe.

Some regions have Community races, which are open to anyone of any age.
