Here is hint of guy I am thinking of (not 100% certain he is all-time fastest) - he ran for a program that is football powerhouse.

I think you may be right ! I'm not sure, but it could be Grace Padilla. She held the world record in women's steeple, although it was before it was recognized event. And I don't know for sure if she ran for her alma mater or not.
