No, the most important factor in all races is how fast you can run. VO2 max is genetic, requires very littly training to realize your max. But running fast in any race requires a huge amount of training.
You are not running above VO2 max in a 1500m you reach that limit after maybe 2 minutes. But you are using more powerful muscle fibers than in a longer race.
