Fred Carley 15;46.8 in 1978 is the age 14 record according to High School Track by Jack Shepard.
The freshman record is 15:05.6.
Hulst ran 14;32.8 at 15 and Virgin 14;12.3 at 16.

If the record still is 15:46, that has to be one of the softest records out there. I was a rabbit in a 1974 5K race for one of my teammates who was 14 and it was an attempt at the 14 record. I believe he may have finished around 15:35-40. It may not have been submitted because the record was thought to be in the 15:28 vicinity.
Will try to get some details the next time I see my old teammate.

For the last two weeks I have seen the same kid from Minisink valley middle school 8th grader age 14 run a 15:30 in a 3 mile run at bear mountain in New York. The course has a steep climb. The same kid ran a 4:30 mile on the track as a 7th grader 4 months ago. Based on what I have seen of him I'm confident her could run a sub 15 minute 5k on a flat course. He will run in the New York State championship for high schools this Saturday at Monroe Woodbury high school in New York 11-14-15.
Last year an Aussie kid from Newcastle, just north of Sydney, ran a 15.33 for 5km, on track. He'd just turned 14.
On the weekend, he ran 8.35 for 3km, aged 15&1/2, at the NSW 3km championships. Sounds good, but the same day, two 16yos ran 8.11 and 8.13. One is about a 3.50 1500 runner.
Also, the same night a 14yo girl (just 14) ran 9.24, and a 15yo girl ran 9.14. Both WJ qualifiers, but they're too young to be eligible to compete. The 15yo is a sub-4.20 1500 runner, and has run around 2.07 for 800.
How do those times compete with the top young Americans?
Maybe a golden time coming for Aussie track. Last year, two 16yos ran 10.12 and 10.18 for 100, albeit with a 3.5m.sec tailwind.

Incredible times.
However, look at the photos. He's very developed for a 14yo and dare I say, is starting to look too heavy in the legs. Maybe I'm harsh. And maybe he'll prove me completely wrong. Those times are what you get when you combine ability, adult training and earlier than usual development.
How early? That we won't know for a few years.
I believe that someone could do that. I had recently turned 14 last cross country season and ran a 20:07 for my 5k. I had only joined because it sounded like fun and my friend kept recommending it. I came three weeks late with no training and managed to get third out of my small team with a my time 30 something seconds behind a senior and a minute and something behind a junior.
