In these debates, I don’t get why elites only can’t compete.

Because it makes no sense financially to close down an entire city to have 100 people run.
Considering the political grandstanding that is occurring in Illinois it would be hard to believe the administration would allow 100 people to gather together in October. The public officials in IL have an agenda.

Tokyo closed down for a marathon before Covid became more serious
Those predictions aren't even correct today. The "downwards curve" is not at steep as they are saying.
Look at all the major countries - UK, Italy, Spain - the actuals follow a different trend to the line they have put over the top
It's not difficult to predict the future for UK - just look at Italy and Spain's curves.
God knows what's happening with the US - their curve would be awful but their sparsity of living density will save them somewhat. Although seeing the protests about "freedom" , injecting disinfectant, 5G bats, refusing to buy Corona beer because it has the same name - they've got bigger problems than this pandemic.

London is talking about an elite only event
Out of an abundance of caution, Governor Jabba and Mayor Groot will allow virtual marathon only.
They want to run the economy into the ground is the agenda. All will be well with Covid in Chicago if rest of country is stupid enough to bail out all Illinois pensions.
No way. Brace yourself.
USA has done 5.8 million tests and counting.

Berlin was already cancelled unfortunately. Maybe they're not confident they can control the situation yet which worries me about other races happening in the fall.
Berlin hasn't been canceled (despite what the first result on google says).
The organizers have said that it can't take place as originally planned, but are looking to see how it can still work this fall. They're looking to delay it a month.

Last I checked, London was not located in Chicago. Illinois is essentially bankrupt.
