Eisenhower was the first US president to get the US involved in Vietnam. Yeah, kind of a technicality but if he hadn't reneged on the deal to allow the results of their election to unify the country the whole thing could have been avoided. But there was still the concern that he'd lose Vietnam when Ho Chi Minh was elected.
I have read stories that Kennedy was going to pull back from Vietnam once he saw that it was unwinnable but as you say, documents show otherwise and given the trouble the Bay of Pigs created for him I doubt he felt like he could have let the VC take over So mostly it's Johnson and Nixon to blame. But they were handed the situation.
