If you're a citizen, you had the opportunity to vote for a governor, representatives, president, etc., who seemed like they would do the right thing in a crisis situation. If you made a bad choice, vote differently in the next election. That's how you had a say in it. Freedom to vote for people who make and implement our laws is, yes, freedom. The very definition of it.
