NY State have done 4,000 tests per million (similar to Italy) but less than Spain, S Korea, Singapore, Switzerland, Australia, and 3.5 times UK
They are getting 27% positive as opposed to Italy (23%), Spain (7%), S.Korea (2.7%), Singapore (1.2%), Switzerland (14%) , Australia (1.2%), UK (8%)
NY deaths are 8/1000 positive, Italy 94, Spain 65, S.Korea 12, Singapore 4, Switzerland 14, Australia 3.5, UK 51
You need to look at the numbers in conjunction with others
It shows they are testing more obviously sick as opposed to Australia at other end testing more than just the suspects (or the suspect level lower).
They are like Italy in testing positive, but lower deaths so better numbers in community maybe, or better facilities (early days)
They are 'like' Korea in deaths, but positive rate indicates much worse community spread
They are tracking away from S Korea towards Italy/Spain
Totally opposite of what you are saying.
