WADA brought a complaint against Sun, currently China’s most famous athlete, to the court after swimming’s international governing body declined to penalize him for refusing to cooperate with three antidoping officials who had traveled to his home in China to retrieve blood and urine samples.
During that confrontation in September 2018, Sun argued with the testers and his mother ordered a security guard to break his blood-sample vials with a hammer. Sun declined to submit a urine sample.
Wow. I hadn't been following the proceedings closely, but I'm nevertheless surprised by this decision, which overrules the FINA Doping Panel determination, imposes the maximum period of ineligibility in the range requested by WADA, and concludes that the ineligibility period should begin to run from the date of the CAS arbitral award rather than the date of the infraction in September 2018, thus allowing the athlete's results in last year's world championships to stand.

FINA's provided him any number of hiding spots and has enabled his really extreme anger management issues. This is the guy who punched a member of Brazil's women's team in the warm-up pool at the World Championships a few years back and rather than be sanctioned for it, was given the Swimmer of the Year award the next day.
I would not be surprised if the sample in question was actually clean, but it's not about what was in the sample that was smashed. It was about anti-doping officials being able to do their jobs without being threatened, and my guess is that CAS felt like allowing the bad behavior by Sun's team would have opened the door to allowing other parties to get away with also threatening anti-doping officials.

Cheating is normal and encouraged in China if it helps you get ahead and bring more glory to the country. That's all China cares about, the glory and success of their wonderful empire.
He does have a killer freestyle stroke though, makes his crazy speed so effortless.

I think you're making assumptions that the CAS panel is unwilling to make, at least publicly. This is what CAS is saying:
Considering 1) that FINA refrained from seeking the imposition of a provisional suspension on the Athlete when charging him with an anti-doping rule violation, 2) that doping tests performed on the Athlete shortly before and after the aborted doping control in September 2018 were negative, and 3) that in the absence of any evidence that the Athlete may have engaged in doping activity since 4 September 2018, including on the occasion of the FINA World Championships in Gwangju, South Korea in July 2019, the results achieved by the Athlete in the period prior to the CAS award being issued should not be disqualified.

But Sun Yang has one of the greatest freestyle strokes of all time, and will be worth appreciating for many years to come.
