My guess it that any court will say the rules are up to the state.

Luckily, in the current state of sports, there are two gender categories. So if someone is female, they run with females. These parents seem to be suing against a girl for running with girls which is an unwinnable case.

But here's the thing, when I register for a race it doesn't ask my gender, it asks my sex. And while these individuals may identify as the female gender, their sex (ie., sex chromosomes and associated biology) remains male.

Can you give a reference for the 17 titles? And 17 out of how many? The article says 17 states allow them to compete. If you're going to allow them to compete they're going to win sometimes.
Anyhow the real question isn't whether there is a competitive advantage, it's whether they should be allowed to compete as their chosen gender at the high school level. It's a moral one not a performance-based one.
The 2 athletes have won 15 titles. I believe the only time one of them lost at the state level is when competing with the other one.

Up until the mid 90s sex and gender were used interchangeably. Even today there isn't much though given to them a lot of times. So basically we have a bunch of old documents/laws where it isn't remotely clear what the intent is. Is "Woman s track and field" woman the gender or woman the gender?
Personally I have no problem with woman who have transitioned competing. If after taking estrogen for 6 months (now if taking testerone makes you a doper is a tougher question. I don't know what the TUE rules for that are for men), you are running the times fine. But that isn't what is happening right now.
On the other hand the lawsuits are delusional. Nobody is losing out on scholarships because of this. You don't get those for winning state meets. You do them by running fast. If there was a cis female prodigy in the state running fast times, it wouldn't result in them not getting scholarships.

Man, she said everything, imagine you're a girl training your guts out everyday, knowing that all you can get is a 2nd or 3rd place, not because your competitors are more talented or work harder than you, but just because they were born a man and have higher levels of testosterone, more muscle mass (which means more muscle fibers to recruit), lower body fat % and higher initial and top-end Vo2max (not that it matters much for sprinters, but you get the point).
It's pretty much like being a master's athlete competing in your own age category and knowing that you'll never win because someone biologically younger than you, feels he's old (identify himself as being older) despite what's written in his birth certificate.

People are not women because they “feel like women” and are not slower during to these “feminine feelings.” Female bodies are different from male bodies and have different abilities and that is supposed to be why there is a separate category for athletic competition. Well you clearly just made this up and didn't even bother to check. In 2018 Outdoor CT State Open meet, Miller got 4th in the 400, and Yearwood got 7th in the 200 in the same meet.
