Don't forget the timeline. Doha just happened. We didn't hear anything from London 2012 until Alptekin's rumors in 2013, and her ban was announced in 2015, a full three years later. Bulut's case was even later.
Plus now the athletes and their teams here are so much more experienced in staying below the ABP thresholds. (Well, the Kenyans are learning that the hard way right now.)
