I've been running and lifting consistently for a few years now but still seem to have a buildup of fat in my face and 'love handles'. I can almost see my abs but for some reason I can't get rid of fat in those nagging areas.

Are you this lean?
It really depends what is causing it.
Hormonal? If so then a small dietary detox should do the trick. Cut out gluten and additives and eat nothing but natural food every day for a month - this means organic fruit and veg, organic grass fed meat, organic chickpeas/beans with homemade curries/sauces for a month. Dark chocolate and nuts assnacks. Be scrict, no cheating or there’s no point bothering.
Due to composition? Start lifting weights, doing more cross training and eating a lot of protein.
Stress related? Magnesium salt baths and devoting yourself to getting out in the sunlight/nature for half an hour each day.
^and 1,000 sit-ups a day.....make sure you don’t enjoy life, that is the key = suffering
Spent a good 5 minutes contemplating your suggestion of nut ass-snacks.

Talk to will claye. He knows a thing or two about getting lean. His number one choice is burritos in Mexico. The beef there is truly potent and filled with goodies like clenbuterol that will shred you up FAST.
Are you eating in a coloric deficit? What types of food are you eating?
What type of cardio are you doing?
Start adding in doubles. You aren't going to lose fat unless you run more mileage. For some it can take over 100 mpw, over 5200 a year, to be lean.
I'm 5'2'' or so. I was at 155 when I started and down to 134 now, and am getting thinner. However others said I need to get to 100. Is that too lean?

This is probably your issue - you need to be eating more colorfully. Try nut ass-snacks.
Yes, you'll definitely lose weight if you eat nut assnacks.

Depends on your age and gender
I’m a D2 female runner. Our coach explicitly told us not to visit LetsRun forums.
