It's curious you think the corrective action here is to "hound" Lagat, as if two wrongs make a right. "Nothing but praise" is a conclusion based on selective memory. The fact is that Lagat has been regularly "hounded", by many, on this forum, since 2003. It was wrong to "hound" Meza, and it was and is wrong to "hound" Lagat.

The IAAF let him off on a technicality. When Lagat and his crooked coach asked for the IAAF to make an apologetic statement the IAAF told them that if they didn't shut up they would make "some things" public and Lagat et al shut up. Even Mr. PC himself, Gary Hill at TafNews remarked on this.

+1 The story should have ended in Oct. 2003, when the IAAF announced: "The analysis of the B sample of Kenyan middle distance runner Bernard Lagat has failed to confirm the initial result of the anti-doping test conducted in Tubingen, Germany on 8 August 2003, where the analysis of the A sample returned an adverse finding for Erythropoietin (EPO). The analysis of the B sample was conducted by the IOC-accredited laboratory in Cologne, Germany on 29 September and did not corroborate the original result. Consequently the athlete is able to compete." In fact, the Kenyan Athletic Federation should not have publicly announced the A-sample finding until after B-sample corroboration.

Read the report. If someone ran a scantron through the machine backwards and it said they failed, and then they re-ran it through correctly and they passed, as well as the carbon copy which passed, would you say they failed?

As I recall, it was an intentionally leaked result. It seems that either: the person who tampered with the A-sample forgot to fix the B-sample as well; or the person tampered with the two samples wasn't able to make them exact match. Anyway, when the tests results were first revealed, and the failed match come out, I waited to see if Lagat would stop competing (would seem to be an admission of guilt), or if a future test showed a positive test. Well... SIXTEEN years later, and thousands of tests later, ... nothing. Absolutely nothing. And the testing has vastly improved since 2003.

What is an "adverse finding" if not a positive? He escaped a violation because the B sample did not return a positive finding also. He was lucky.

El G chose to retire. Unlike Lagat. But doping is also an excellent way of prolonging a career - if that is what an athlete chooses.
