Your question is looking for opinions but this is a fact based question. It is like asking someone if they consider 1+1 to be equal to 2. Your question is a statement of fact with three question marks behind it. 3:59.97 < 4:00.00. That is a mathematical fact. There is no room for interpretation or opinion.

In the case of hand timing, the subject 3:59.97 would give a result of 4:00.0. and not be a sub mile.
Of course an official FAT result of 3:59.97 is a sub 4 mile.

It seems that the new rule is rounding up. It used to be that 3:59.994 was set to 3:59.99, and 3:59.995 was set to 4:00.00. Bu t some recent results that use thousandths to determine placing been rounding down, so 3:59.991 would become 4:00.00.
No. that has been the rule throughout history. It is not rounding. The time has passed.

Pretty sure that if you break a world record by .03 you’d still be the world record holder. I get that you’re salty that a YouTuber is also really good at running (better than you), but no need to try and discount his performances.
No, of course not. But neither is 3:59 flat. A true sub 4 mile has to be under 3:55. Anything over 3:55 is rounded up to 4 minutes. Everyone knows this.
