Yes, because a lot of people don't manage to do it, for a variety of reasons. So yes I'd say it's an achievement.

Why do we send congratulations for getting married, having a child, or retirement? We celebrate life's milestones and high school graduation marks a turning point. What sentiment do you think would be more appropriate?

Considering that many communities feel that attending school until age 18 is synonymous with a HS diploma the oversight of the OP is understandable.

You make the classic mistake of thinking everyone is the same or just like you. 10% of the US population has an IQ of 83 or lower. To put that in context the Army will not accept people with intellectual capacity this low.
Graduating high school is harder for some people than others, just as running a sub 5 minute mile is harder for some that others.
We live in a time when kids are taught that everyone is equal and the same. While not true this has some benefits, but it also has downsides. Such as believing things that are easy for someone personally are just as easy for everyone else.
i used to think that graduating high school was trivial and didn't need celebrating. notwithstanding my ignorance of the rest of my classmates, graduating high school for me was more difficult than getting a PhD to be honest. teachers were tougher, i didn't have the social skills to make my time pleasant; it was tough.

As an aside, running a mile in under 5 minutes is far more rare than graduating from high school.

No. I didn't attend my siblings' high school or college graduations because I decided it was not an accomplishment. If/when they get advanced degrees I'll be impressed and celebrate that.

Also ask many of your grandparents or great grandparents how long they went to school. It used to be many didn’t go beyond the 5th grade because they were needed on the farm.
Also if you went to a private school is that a state run facility? Would that also be a state required or even state tested facility?
In general our education system in this country is too rigid and is based on an assembly line Industrial Age concept. Instead of learning you just get regurgitated facts. I’m a fan of the experiential learning model.
