not likely. according to wikipedia 97F is Key West's record high, on at most two occasions, and the extreme amount of water needed for 99% rh at that temperature would have filled the sky with clouds all morning beforehand, preventing it from happening. The entire Caribbean is like that. A lot of the islands have record highs in the low 90s.
To get a really hot day you need clear, dry skies, and some hours of extra sunlight don't hurt. That's why if you go directly north from Key West, you'll get lots of triple-digit highs in the summer. And yes, people will say it was also "99% humidity" or whatever, without mentioning that didn't happen at the time of peak temperature but in the evening when it started to cool off.
