Nice false equivalency. No doubt you're right - there are Americans out there who have cheated their way into races, as have citizens of many other countries. But there's a big difference between an individual cheating their own way in and a tour company selling its ability to get folks into prestigious events without the needed credentials. The latter are serving a market created by the former, so yes, you're right, all sorts of people suck and cheat. But let's stay focused on the actors relevant in this particular case, shall we?
To be clear, broadly speaking this is not an issue unique to Chinese runners or tour groups. A French company, Planet Tours, apparently did a similar thing with the Marathon du Mt St Michel a few years ago:

This makes me wonder if the guy I sat next to on my flight from Boston to Detroit was one of them. He told me he was on his way back to China. He ran Tokyo earlier this year and was planning on running all of the other Majors this year or next. That's a decent amount of dough to throw down to fly all over the world to run 6 Majors in two years.

It is normal to cheat in China. The Chinese explain it by stating there are just "too many people" and so "mei banfa" -meaning "no choice"
I teach at a medical school in Zhejiang Province, and during the January Final Tests I caught many students with cheat notes tucked under the desks. I was told to "let it go". It's normal here.
I also met a dentist in Chaozhou, Guandong Province, who formerly worked as a butcher. He then paid for someone to do the dental training and exams, in his name - and he now runs a dental practice. Common here.
Chinese are the masters of plagiarism. Countless PhD holders engaged in plagiarism to obtain their degrees.
