if time was the only qualifying standard with no qualifying meet or limit to how many athletes can be from 1 country, Kenya would have sent 17 men for the 5k and Ethiopia would have sent 12, based on the world leaders list for that season
Well according to IAAF website, Kenya had more than 25 men hit the qualifying standard for the Olympic 5k. An entire prelim heat would have been only Kenyan runners. And there are only 2 prelim heats.
