100m net downhill on 10 km is a lot. Ten times more than what is allowed to make it a legit record.
I live in Madrid and run this route regularly. It's a gentle steady downhill almost most of the way, the sort you only perceive a bit when running in the other direction, essentially perfect for running one's fastest.
The course was not short. It was downhill and weather conditions were optimal at 50 degrees.

The course is not easy, it is very tricky. It is very easy to go out too hard and losing many seconds in the last 2Ks which are proper steep.

I agree that the course has to be short. No way all these people ran that fast. Downhill + short = fastest times. When was the last time the course was certified, and who did it?
Kiplimo's previous best 10k road time was 28:17! No way he does 26:40 on anything but short course.
