Making a lot of simplifying assumptions that do not hold in practice, i.e., only taking into consideration gravity and treating the metal band as some ideal ring mass and the Earth as some ideal sphere mass, the metal band hovers since every (gravity) force vector applied to the metal band in direction vector x is also applied to it in direction vector -x, and thus it has a net force of zero on it.
It is counter intuitive.
divide the 1 foot distance by pi
that is how much wider the diameter of the circle is.
divide that by 2 because half of the extra height is on one side of the planet and half is on the far side of the planet.
12/3.14159 = 3.82 inches.
3.82/2 = 1.91 inches.
