Schools like Vanderbilit and Creighton offer no scholarhsips and even they get guys faster than that. It is simple supply and demand. If a coach offers scholarships to kids running 9:40, word gets out and the 9:20 kids come knocking. They wouldn't try to keep it a secret, they would proclaim it to the world. No 9:54 runner got any scholarship. 8:54 guys don't even get full rides.
Not actually true. There are schools out there with budgets to give out $ and just simply do not attract top runners. I'll give out 1 example I can say for sure gives out athletic money to guys over 10 in the 3200 in HS: St. Bonaventure. Sure, a bad running school, but there are plenty others out there in the same boat.
And 8:54 don't get full rides? Yes they do. Not uncommon. If an 8:54 wants a full they can find plenty of schools willing to give it to them.

There are runners who have success at the next level who were not studs in HS. Just look at Oklahoma State's top 2 at NCAAs. Off the top of my head, I believe their top runner (4th ovr) was 9:27, and their #2 (maybe 60-something?) was 9:40 ish.
To the OP:
If money is a necessity, then you will be able to find it. If you are simply looking to walk on, you will be able to at a fair number of schools, but certainly not the top dogs, barring any major improvements.
