Really depends on the age of the athlete in question. In Texas for example, a 9:45 would put you in contention for a track state title in all but the 5A and 6A classes. So if you attend a high school with a student population of less than 1150 (which is ~59% of high schools in Texas' UIL) and you've run a 9:45, you're considered really good.
