Some of what is being said here is complete nonsense. An 8:29 3000 converts to 9:06 3200. Most high school kids in the US run the 3200. In 2018, only 67 runners ran faster than 9:06. That is 1.34 per state. Some of those won't even go to college. Some will go to schools other than D1. D1 schools on average would love to have a 9:06 guy, and you will get scholarship money from most D1 schools. Full rides are hard to come by, but you will get some money. Your level of talent is much higher than DII or NAIA. Don't consider those types of schools.
If your grades are good enough and you are not from a wealthy family (family income of$125,000 US equivalent or less), consider Davidson. It's D1, it's a great school, and they give outrageous financial aid based on need plus you are in the range for them to give you about $10,000 per year. That coupled with financial aid based on need, and you might go there for free. I know someone in that exact position who was even a tad slower than you. He took an offer from another school. If you go to Davidson, you will be the fastest recruit they have ever had.
Most of the mid-major conferences might only have a handful of athletes per year or fewer for the whole conference who are as fast as you.

You mentioned academic scholarship. Most of those schools will give you one on top of any athletic scholarship.
Also, someone mentioned NAU. NAU gives very easy to get academic scholarships, and they have guys who run for them every year who are slower than you out of high school. If you wanted to run there, it's worth contacting them. I know guys who were heavily recruited by them who had a slower 3000/3200 than you out of high school. Not sure how much athletic money they will give you, but academic money is easy to get there. It's also a great place to train with the altitude.
