As somebody who clearly knows more about this than you, I can tell you that IF this kid is not able to run 4:40, he will not run 1:55. He may never race a 1600, but based on his profile he will NEVER run 1:55 unless he can also run 4:40. This should not be interpreted as discouraging, and you taking offense to it is symptomatic of your ignorance.
