I’m not suggesting that Manangoi isn’t capable of running sub 47 secs, but for record purposes over 400m, a hand time would not be recognised. If it were and deemed totally legitimate, then the IAAF would just list his pb as 46.5. They don’t, they add 47.33 FAT
As you rightly state, hand times can be out by 2 or 3 tenths. If you accept hand times from low level meets, then what’s to stop the ratification of hand times by fully qualified time keepers during training practice?

Not sure which race you are referring to when stating Coe’s 1:44.0? If it’s the one I mentioned in early 81, then the actual official time was 1:44.06, I just took the time to the 1st d.p.
Manangoi ran a 46.5 hand timed 400m at altitude in a low key meet. Obviously there needs to be a permit or certification that times are FAT for them to stand on yearly lists.

Ovett's 3:48.8 was hand timed, it was not rounded from a FAT. Even Coe's first indoor world record was hand timed.

Good PR from Manangoi (KEN) today in difficult conditions with a 1:44.15... he will be 1:43.20 in better conditions shortly if he decides to give it a run...
How many DL points does Manangoi have in the 800? He should do the 8/15 double st the DL finals.

Even if he qualifies, it’s impossible since the finals are back to back days in two different cities. Great schedule IAAF.
It counts, 47.33 is just a more accurate time, hence the inclusion of hundredths.
They list both as his PB for a reason, if the 46.5 didn't count then they would simply not include it.
And training times can't be verified by anyone, this was at a meeting with spectators, other competitors and independent timers that aren't biased towards Manangoi.
His 400m PB is 46.5 and also 47.33.
One is accurate to 1dp the other to 2dp.
There is a huge difference between 46.5 and 47.33! As you have stated yourself, hand times can be out by 0.2 or 0.3 secs, so a HT in a low key meet, with no video footage, COULD be more like 46.7 or 46.8. The IAAF would not recognise that HT of 46.5 for inclusion in a championship, if the qualifying standard was say 46.8.
