Start by improving your 1500 time to about 5:10. Then we'll talk about going sub 9.

Since you are 15 and can't handle 100 miles a week try a I'll modify what Steve Ovett did in his winter training for you:
Sun 90 min steady
Mon jog
Tues jog plus 4 x 400/300
Weds jog
Thurs jog plus 200m × 16 up a grassy hill
Fri jog
Sat 1k x 3 + 4 x 200/300
