I have a close friend who works in an consequential capacity (I won't get into specifics) in combating human trafficking in a major metropolis. It is his/her contention and the general conclusion of his/her law enforcement colleagues that while they are tasked with combating that vice crime by stemming supply (raids, stings, etc.), that it is demand that is at the heart of the traffic. The best way to curtail the problem is to deal with the demand side. With drugs, this requires a mixture of reasonable punitive and rehabilitative approaches.
